Expedition completed cost recovery strategies for the Servus Sports Centre and the Bioclean Aquatic Centre in Lloydminster, AB. Detailed operational reviews of the facilities were completed, which included a comparative analysis with four similar facilities, facility user surveys, staff surveys, interviews, focus groups, a multi-year financial analysis and a program analysis. A framework for cost recovery was also developed that included overarching goals, recommendations, detailed action items and implementation tactics.

As part of the project, a set of social, financial and logistical impact criteria were developed for a zero-based review of programs and services.
The project included extensive stakeholder engagement activities including a facility user survey, staff survey, user group survey, public focus groups, interviews and in-person meetings.
